Promotion of Renewable Energy

The A&N Administration is making all efforts to develop the renewable energy sources to replace the present Diesel based power generation.

The present status of Renewable Energy Projects is given below:

i. A 5.25 MW Small Hydro Plant is functioning at Diglipur, North Andaman since February, 2001 which generates around 12 MU annually.

ii. A 5 MWp Solar PV Plant is functioning at Garacharma, South Andaman since April, 2013 which generates around 6 - 6.5 MU annually.

iii. A 50 KWp Grid Connected Solar Power Plant at Raj Niwas was installed by the Department through M/s Voltech Engineers Pvt. Ltd. and commissioned on 20.08.2016. This plant has generated 46405 MUs units till September 2017 from the date of commissioning.

iv. 1 MWp Grid connected Rooftop SPV Plants in 15 Govt. buildings has been established by M/s Solar Energy Corporation of India (SECI). All the Rooftop Solar plants are connected to the grid and has generated 227783 units till September 2017 from the date of commissioning.

v. Distribution of 4 lakhs LED bulbs under DELP Scheme

4 lakhs LED bulbs have been distributed to 1 lakhs domestic consumers @ 4 Nos. each consumer for replacement of existing ICL bulbs by the end of August 2017.

Due to LED replacement the peak demand reduced to the tune of 7-8%.

Ongoing Renewable Energy Projects

1. Establishment of Solar Park
47 MW Solar Park is being developed by NTPC, NLC & REIL along with Battery Energy Storage System. The details of Solar Plant is tabulated below:-

The foundation stone of 20 MW Solar Plant at Attam Pahad / Dollygunj by NLC has been laid by Hon’ble Lt. Governor on 30.05.2016.

The foundation stone of 17 MW Solar Plant at Manglutan and 8 MW Chidiyatapu by NTPC has been laid by Hon’ble Home Minister on 07.04.2017.

2. Rooftop Solar on Government Buildings

Tender has been finalized by SECI for establishing 11.21 MW under RESCO mode @ Rs. 2.2 per KW and 1.24MW under CAPEX mode @ Rs.13,042 per KW by M/s Mundra Solar PV Ltd., which will be installed on Govt. Buildings.

In the meeting held on 21.06.2017 Chaired by Chief Engineer, DP&D, CEA to discuss the issues and mechanism to obviate disruption of power supply in-case of shut down of 20 MW IPP, it was decided that “SECI may consider to install minimum 2 Hrs. capacity Battery Storage System on the proposed 12 MW Grid connected Rooftop Solar Power Plants for Grid Stability point of view and also may supply power at the peak time

3. Rooftop Solar on Private Residential Buildings

“A&N Administration Solar Power Policy” and “Guidelines for implementation of programme on off grid and decentralized / grid connected solar applications under JNNSM” notified with the approval of Hon’ble Lt. Governor vide Administration’s letter dated 28.02.2017.

12 MW Rooftop Solar has been programmed to be installed on private residential buildings by availing 70% Central Finance Assistance from MNRE.

70% CFA of Rs.3.02 Crores sanctioned by MNRE vide letter dated 07.08.2017.

22.71 KWp Rooftop Solar Power Plants have been installed till date to the residential buildings.

4. LNG Project

Further, there is a proposal for establishment of 30 MW LNG Based Power Plant at Hopetown, South Andaman. Presently the studies are undergoing as informed by M/s Petronet LNG Ltd. and the feasibility study report along with the financial models are expected to be submitted by PLL to Administration within this month. However, this plant will come-up only by 2019-20.
